As if any further reason was needed for Cairo not to host Junior Worlds.

Now that you've mentioned it, yes seems probable. Though the ItG article said W76 Ahmed was amongst them and she's 21.

my guess is that the names aren't being disclosed because they are still in the process of contesting them or some kinda legality like that

IWF reports that Saidmukhtor SAIDAKHROROV (UZB) has been charged with the violation of Article 2.2 of the IWF Anti-Doping Policy.
    NOT from world champs though.

The US Congress has just passed the Rodchenkov Act which makes sports doping in international events a criminal offence. Interestingly the Act also creates a legal basis for clean athletes to sue dopers in civil lawsuits.

The Act still needs to pass the Senate and the President to become law. But it’s an interesting development.

I commend the efforts, but it's almost moot internationally. I can't see how it would ever be implemented besides within the US.

I think that's the purpose. It's a US Act that is limited to US citizens competing in international events. But given the role that the US plays in setting international standards it could well lead other countries to enact their own laws.

As an aside - I've been told that Italy has already made sports-doping a criminal offence. But I've only heard that from one person, and they didn't tell any of the details about how those provisions work.

But there is a lot of doping in US Track and Field ... and some money on the line there. Moreso than Weightlifting.
