Did the same thing happen for Maya Maneza then? She came up in both and also received 2 years. Two other women who showed up in both received a 4 year sanction though.

That's not quite correct regarding Illin, Maneza and others who were positive twice.

The reason is a rule in the WADA code designed to give the athlete notice to change their behavior between two offences.

For example, if an athlete for example tests positive in the Worlds and then say, also tests positive (for the same substance) at the AO Finals, those would be considered one offence.

Of course, the WADA code when written never anticipated the offences would be four years a part, and you will likely see some changes in the upcoming code revision as a result.

To be pedantically clear, the rule states that the athlete must have received notice of the first violation before committing the second violation for the violations to be treated separately; if this can't be established then the two violations are treated as a single first violation (WADA code section 10.7.4.1 if you feel like looking it up: WADA Code )

    100% correct.

Thanks for the clarification. ITG is usually very good with their reporting, so I'm surprised they got that aspect of the story so wrong.

The IWF Tokyo anti-doping document lists 13 sanctions for Egypt since the Beijing Olympics. However, the sanctions page only names 8 of those.

Which means - very likely - that the five suspensions of minors from 2016 are really unlisted but effective. So I stand corrected. At the same time I consider this a lack of transparency. These cases should be publicly acknowledged with names anonymized if deemed necessary.
